Oddly, GMR has different construction plan than the JICA model to minimize reclamation. It also proposes to demolish most of Cavite City. I'm not sure if it bodes too well to the residents. It already shook my head.

According to them, it is less expensive to compensate than do reclamations, which is actually true. Basically, its a downgrade from the grandiose drawings of their previous proponent which got funding issues, and I think this is more reasonably realistic than the other pipe dream. Unlike Mactan which is vacant to work with, this one isn't. Lets see how Remulla makes his charm to his constituents to have this area cleared the soonest.

I don't really see the GMR plan feasible.  If they can make it simple and grow from there like the DOTr plan below, it could have been very realistic. But removing almost all Cavite City residents? That is a pipe dream. NAIA couldn't even secure its second parallel runway.

In other words, not yet approved. Hindi lang po isa. Marami po yan.

You usually say these things when everything is almost ready for approval, meaning consortium contract is secured, detailed airport engineering ready, financing approved and permits almost secured. By the looks of it, none has cross first base.

Indian infrastructure conglomerate GMR Group has expressed interest in joining the consortium.

Meaning, there is no contract yet for their participation. Why is contract important? Para pautangin ka sa banko katulad nito.



Do you think Mactan Cebu project is GMR money? Hindi po. Utang po yan ng GMR sa ADB. Sa Sangley kailangan nila $200 million. No PH bank would give you that amount.

Also, application to approval of reclamation project is at least 1 year. How can it groundbreak on the first quarter when it haven't filed application yet? GMR should ask SMC how long did they secure permit just for reclamation alone. And that is just one of many permits required for them to secure, the most difficult of which is the ECC.

And then, there is the Philippine Navy and Air Force which the proponent needs to relocate for the phase 1 to get rolling, making use of the DOTR render, as shown by their revised render. That requires payment of money too from the proponent for vertical structures which it doesn't have just yet. So you see, its not that simple as ABC.

I'm sorry to burst bubbles. This early, I would say that propose 2,800m runway that traverses north western side of the existing runway could not be build due to conflict with NMIA airspace. They can only build it in parallel with NAIA. DOTr already said this was the only way to go since NMIA was constructed. But if they continue to insists then good luck with the navigation clearance.

US agency to fund study for Sangley int’l airport

MANILA, Philippines — A US government agency is stepping into the long-delayed Sangley Point International Airport project, announcing on Tuesday that it would fund feasibility studies for the proposed gateway, which would be built on a former American naval base in Cavite.

Indian infrastructure conglomerate GMR Group is seeking to expand its aviation footprint in the Philippines, eyeing regional airports and the proposed Sangley Point International Airport (SPIA) in Cavite as it builds out its Southeast Asian network.

Speaking at the inauguration of the $587-million Alluri Sitarama Raju International Airport in Andhra Pradesh, GMR chairman for Energy and International Airports Srinivas Bommidala said the group is looking for new investment opportunities in the Philippines.

“We have already done two projects in the Philippines in recent years. And certainly, as a private investor, we’ll be more than happy to look at good opportunities, including Sangley and other regional airports,” Bommidala said.

GMR previously co-developed the Mactan-Cebu International Airport and built the passenger terminal at Clark International Airport. For Sangley, envisioned as a major aviation hub that could ease congestion at Manila’s main international gateway, GMR has partnered with Cavitex Holdings Inc. and House of Investments.

President Ferdinand Marcos Jr. has ordered concerned government agencies to expedite the development and completion of the Sangley Point International Airport in Cavite.

This was contained in Administrative Order 44 published in the Official Gazette.

Marcos directed closer coordination among national government agencies, the Cavite provincial government, and private sector partners to ensure the SPIA’s timely completion.

“There is a need to enhance coordination of various government agencies, local government units in the province of Cavite, and private sector partners, and streamline regulatory and administrative processes, in order to ensure the timely completion of the SPIA,” AO 44 stated.

AO 44 created a Joint Technical Working Group, co-chaired by the Department of Transportation and the Philippine Reclamation Authority.

Other members are the Department of Environment and Natural Resources, Department of National Defense, Department of the Interior and Local Government, Department of Justice, Civil Aviation Authority of the Philippines, and the Cavite provincial government.

The JTWG shall address issues that could delay the project and ensure that reclamation activities comply with environmental and technical requirements.

It shall also submit quarterly progress reports to the President through the Office of the Executive Secretary.

The DOTr will provide overall policy direction for the airport and coordinate government actions for its development. It will also oversee the SPIA’s integration into the Greater Capital Region Airport System and the country’s air transport network.

The CAAP shall provide technical and regulatory oversight over the airport’s planning, design, development, and operational readiness, including the issuance of necessary certifications and authorizations.

The PRA shall oversee the project’s reclamation component, including the review and approval of reclamation plans and compliance with technical requirements. It shall also review applicable fees and charges related to the project’s non-saleable reclamation component.

The JTWG and concerned agencies were ordered to take the necessary actions to ensure the availability of the Sangley Point land for the development of the airport.

Marcos likewise ordered strict compliance with environmental laws and requirements throughout the project’s development.

The DENR and PRA shall establish monitoring mechanisms to protect marine and coastal ecosystems that may be affected by reclamation and construction activities.

Hmm BBM getting more of a share/kickback for supporting Sangley? Maybe making amends with GMR for essentially kicking them out of the country? Speculation is endless.

In any case, Sangley is destined to be a prime location for trade. It’s just a pity that domestic terminal is sitting and going to waste.

The problem with Sangley is the long delayed access road whose funding went to non-existent flood control projects to be stolen. It is supposed to be completed in 2024. Turboprop operations of both PAL and CEB is about 3 million then. According to DOTr planners, it only takes 1 million pax to choke existing Cavite City roads. Exactly the reason why its operation is limited. Its terminal is not sitting idle though as some turboprop operators operate from that airport.

Indian infrastructure giant GMR Group remains committed to the long-delayed Sangley Point International Airport (SPIA) project but is still awaiting government clearances before it can proceed with identifying financing for the development.

In an interview, Srinivas Bommidala, GMR business chair for energy and international airports, said the company’s team had already undertaken two or three site visits in the past three months.

“Our team, as far as we are concerned, we are pretty serious. But things have to move because it is connected to the Navy. We don’t want to disturb the sovereignty requirements. We respect the local country’s requirements,” Bommidala said.

GMR officials have yet to identify a specific amount they would commit to financing the project as government clearances remain pending, although they said the company has been in continuous engagement with the government and the consortium involved in the project.

For now, GMR is conducting traffic and financial studies while awaiting the necessary clearances.

GMR, which has an aviation footprint in the Philippines, first made its “firm commitment” to President Marcos in August last year to help develop the Sangley Aerocity and SPIA in Cavite.

The project has been long delayed amid changes in the consortium and other technical issues.

Mr. Marcos, however, through Administrative Order No. 44 signed last June, formed a technical working group and directed key government agencies to speed up the airport’s development.

The group will be cochaired by the Department of Transportation and the Philippine Reclamation Authority. Among its tasks are to expedite the processing of permits, clearances, licenses, certifications and other authorizations; adopt measures to streamline procedures; and extend full support to the project.
