If Amsterdam starts flooding then i believe his claim.
In fairness, his report has
plenty of inaccurate information. One of which is displacement of residents. He surely did not know they were handsomely paid and relocated. That gives his report some biases as he never bothered to inquire who the recipients were, perhaps brought by being a keyboard warrior sourcing information from the mainstream media. He also did not bother to know that NMIA land is private property long before it became an airport project.
Second, there are plenty of sands in the Philippines, contrary to his claims. Geology 101. Unlike other countries we are blessed with plenty of volcanoes. And volcanic eruption produces millions of cubic m2 of sand that our government is still having problems disposing today as it silted waterways. One of which, resides nearby NMIA.
The solution employed by the government is dredging sand from blocked river channels that look like this. That is where NMIA foundation came from. He could actually look at it in Google satellite over Zambales. Its still there.

If he only bothered to research further where sands came from, he could have a better report.
No wonder SMC did not bother to answer him.
I did mentioned in this thread why the sand shipment stopped before. It was political. It has nothing to do with his claims of diminishing or dwindling sand. If only he read this forum to know a little better. There are other inaccuracies, but I digress.
