SMC acquired lands are fishponds with land embankment. To convert that to usable area other than fisheries you need to reclaimed the sea by filling it with land, thus reclamation. You cannot place buildings and structured over water. In order to do that you need filling materials. That is reclamation. And reclamation is under the PRA.

SMC wouldn't have problems if they were developing solely the airport. But they are also developing simultaneously the future aerocity which apparently encounters some problems that they now will have to become logistics hub, instead of houses and malls. The basis of Logistic hub is Export Processing Zone area at San Miguel Aerocity.

MANILA, Philippines — A measure establishing the Bulacan Special Economic Zone and Freeport and creating its management board has lapsed into law.

Under Republic Act 11999, the facility will be known as the Bulacan EcoZone or BuZ. It covers the airport project and the airport city project of San Miguel Aerocity – a wholly owned subsidiary of San Miguel Holdings – in Bulakan, Bulacan.

The law also creates the Bulacan Special Economic Zone and Freeport Authority or BEZA, which will manage the BuZ.

January 2026, NMIA will start construction of facilities (including the Terminal), completion by late-2028 (1st Phase)

SMC loans 120 Billion pesos for the final stretch of land development. SMC says they will begin constructing the facilities this year, few months early from DOTr's scheduled target of facilities construction (early-2026)

I expect some cost cutting hete and there because they used loan to finish the land development

If they are short in money for the land development what about building a new terminal in NAIA and MIA at the same time

They have PERT-CPM that is followed, which gives allowance for reasonable delays. Loan proceeds were pre-approved. SMC just have to schedule when to utilize the fund that is being provided. So don't get some idea that some of it is going to MNL. The international lenders are too smart to let that happen.

Does NMIA have an updated design plan or is it still the same design that was seen publicl?

 I understand DOTr has recently given SMC approval for their NMIA master plan last month

What was approved is the detailed engineering for T1 since construction would be modular. The masterplan remains the same.

Looking at Cambodia's new Techo Airport, makes me seem to wonder if Bulacan would replicate the terminal designs of well known airports around Asia (and the rest of the world) or are we just going for the "warehouse" look similar to what happened with the upcoming terminal at Caticlan Airport

We will see by January/1Q26 if this would be the case
