I don't think Manado-Davao could be restored as they retired their turboprop fleet.
Just days before the pandemic shut down the country, Philippine Airlines was set to launch its Davao–Manado service on March 16, 2020, using the Q400 aircraft.

CEB is doing a bit of promotion in MEL here and there. I think they hosted a party/launch last month and got all these Australian influencers coming to visit the Philippines. I don't know what the stats are overall, but Filipino tourist traffic growth into Australia is flat. As for longer term visitors/immigrants, I'm not too sure. Anecdotally, Filipino families are becoming more visible in the city and Queen Victoria Market hosted two Filipino food events this year, which I think is the most they ever had.

Sydney pa lang ubos na ang 30,000 seats. Sumobra pa nga. 60,000 is just enough to accommodate CEB daily flight to MEL.

Indeed! Would love for CebPac to go daily MEL.

It looks like demand is largely driven by traffic from Australia, which is hitting past pre-pandemic numbers based on DOT data alone. Government stats on the other side show very good seat utilization rates among all airlines flying to Manila, especially during the mid-semester break in schools (April), beside the Christmas season. I don't know about yields but PR is quoting >1000 AUD return fares from MEL for the next few months, around the same for QF, and a few hundred dollars higher than other one-stop options.

Contrary to popular belief (JSA losing Singapore) 3K is actually growing the Philippines, both from its parent and subsidiary. And they still have one route coming as they never gave up MNL slots. Filling seat allocations shows a growing aviation market.

Jetstar is celebrating its expansion into the Philippines with the launch of two direct routes from Brisbane and Perth, with flights starting at $188.

From November 27, the budget airline will offer year-round flights direct from Perth to the Manila, with seasonal flights direct from Brisbane to Cebu launching from December 3.

Starting at midday Tuesday, Jetstar will offer sale one-way fares from Brisbane to Cebu from $188, and one-way fares from Perth to Manila from $199.

The sale for tickets for Brisbane to Cebu will end at 12pm on July 16, while the discounted fares from Perth to Manila will end on Friday July 18 unless sold out prior and excluding checked bags.

Could we see the return of DRW-MNL on JQ? Or SYD/MEL-MNL with JQ? Or maybe even MEL-MNL on QF.

I saw on Airliners.net suggesting that a Malaysian airline will be launching flights to Cebu soon. Do we know if it is AirAsia, Malaysia Airlines, Batik, or someone else, or if this is actually happening?

Boeing orders can be used to lower the tariff imposed to a country. The reported new presidential aircraft can be used to lower the tariff, but will one aircraft be enough?

Indonesia will purchase fifty Boeing aircraft from the United States as part of a new trade deal, which sets a 19% tariff on Indonesian products entering the North American country, down from 32%, the administration of US President Donald Trump announced on July 15.

I think it is easier for Indonesia (and Vietnam) because the government actually owns an airline.

On a related note, I'm a bit puzzled by America's relations with the Philippines as they're also harping on the Luzon Economic Corridor project, which is intended to help our manufacturing industry.

It’s optics. There’s a scheduled visit. We already will say yes to whatever they ask. It’s an easy way for them to show that their tariffs work and that they were able to get a deal.

As for aircraft orders, PAL is a private company. I’d suspect we’d be buying F16s or other defense materiel, even if it’s an exploratory MoU

MEL-MNL is floated to replace SIN-MNL on 3K. Not sure if it is QF or JQ. Considering BNE is QF, most likely it would be QF for MEL.

LAX-MNL is still there. Problem is the slots. Their application actually predates UA. Unless they try to be more flexible on Scheduled block time. Their previous slot was taken by KA.
