Philippine Airlines

Maybe it's just a bit of envy to see other carriers in the region serving destinations that PR doesn't serve, such as AKL, PEN, much of India and China, etc. Plus, they serve Europe while PR currently can't (mostly for geopolitical reasons). Looking at PR's route map compared to its neighbors, its Southeast Asian network is pretty weak, which is disappointing for a Southeast Asian flag carrier.
This pretty much answers your question. The reason why Philippine carriers are not going anywhere than their ASEAN counterparts.

Its true, domestic tourists keep tourism figures up. Its also true cost of tourism is high in the Philippines that is why Filipinos go abroad, as stated earlier. In sum, most if not all of your questions are answered here. Reflects well with domestic airlines attitude. Good watch

Not that said video doesn't have points, but it's by CNA, a media organization that is known to have an anti-Filipino bias.

CNA does like to dig up dirt on everyone in ASEAN. We're not that special haha

I also realized that after watching the video, Cebu Pacific is now more of a flag carrier than PAL because of their connectivity around the region and their multiple hub strategy. Instead of waiting for demand, they are able to build demand. The PAL follows. PAL has been too conservative in their expansion. Cebu Pacific is aggressive but very calculated. And it all started by ordering planes and increasing their fleet. PAL seems like only to rely on their long routes and they remain too passive in their decision making, riding along Cebu Pacific's expansion.

Finally managed to sit down and watch the whole video. It wasn’t really as bad as what people online have been saying. Piece was very balanced. Some parts were even kind to the Philippines. No mention of the flood control situation at all.

Of course, it all boils down to us asking ourselves if we really want to invest in tourism. Our neighbors outspend us.  They feel like investing more. And because they’ve been consistently investing more, they get more.

To be fair, they also mentioned that we are actually doing things to address the issues raised in the video. They actually mentioned the NMIA and our railway projects, for example. NMIA's flaws aside, I imagine if, and this is a big if, it actually comes to fruition, as long as the railway and road networks are there, it could lead to a boom in Philippine tourism and the economy.

We really should, because it's not only tourists that will benefit from such investments and projects, but us Filipinos too. It is preposterous that it costs more to go to El Nido or Siargao than it is to go to Hong Kong. We have a large middle-class and a population that can afford flying. If our own tourists find it cheaper to go to our neighbors than to our own destinations, that suggests something is very wrong.

Indeed you are right. Busuanga, El Nido, San Vicente and Siargao was conceptualized by DOT as Foreigners only destination. So they were expensive at its inception because they are getaway islands far from civilization. They were not intended to cater to the masses. Now it seems that differentiation is gone perhaps because the foreign tourists that fly the islands dwindle. And where the masses went, airport infrastructure lagged behind. Exactly because they were not meant to be that way.
