It was proposed before for Siargao to relocate its airport like Busuanga. In fact, they were presented simultaneously in 2014. It was scheduled for implementation in 2021 to be completed in 2025. It has an 11b peso price tag. And harsh reality set in. It faces a funding wall. While Busuanga made it, the other airport never left off the ground. Not even its FS which supposed to start the ball rolling made it through. What DOTr did was the next best thing. Improved its current airport. And this is what you see right now.

In a recent senate hearing last week, Sen. Legarda stopped the dream short when DOTr uttered its price tag.

Cong. Matugas was previously static about the listing of Siargao airport inclusion in the PPP. This came about when Asian Infrastructure and Management Corp, of Lucio Co from Puregold fame, the same company that bid for O&M contract for NAIA, offered  ₱856 million bundled unsolicited proposal for the modernization and expansion of Davao and Bicol airports. The offer has since expired.

DOTr intends to privatize 10 more regional airports through public-private partnerships by 2028. The list includes airports in Iloilo, Davao, Siargao, Laoag, Busuanga, Bicol, Tacloban, Bacolod-Silay, General Santos and Puerto Princesa.

The Asian Infrastructure and Management Corp. PPP proposal, to which  JG Summit has minority interest, was however meant to operate and manage the existing airport had it pushed through. Not the construction of the new Siargao airport. See the Difference?

And even that PPP proposal is problematic to the proponent as it entails massive land acquisition for expansion that to this day DOTr manages to procure only the land adjacent to the parking area.

For all the noises it made, no money was allocated by Congress for lot acquisitions which is necessary for airport expansion. Think about it!

Unless they reroute the road to the south, they can't. It's only a minor road though, so if they had the political will, they probably could. El Nido's airport cannot be extended either unless they want to do a Gibraltar Airport and extend the runway to have the highway go through it. Another issue with that airport though is that there's a mountain next to it.
