Tower has been operating for a much longer time even without the ILS. Its just that procedure for night flight hasn't been approved by CAA just yet.

Laguindingan Airport Air Navigation System & support facilities is funded again by Korea to complete it. One of those instances when government planning goes wrong.

The construction of the airport was funded with Official Development Assistance (ODA) from South Korea through the Economic Development Cooperation Fund (EDCF) and the Export-Import Bank of Korea (Korea Eximbank). That is the runway and the PTB, Navigation was supposed to be GOP. Yet it almost ended up being funded all by Korea. Why?

Sometimes I want to believe a version of another story of why it is so.

There are lessons learned in this undertaking and it won't be the same with new TAG and PPS. In fact JICA got a clue too on how to build new MNL.

This is the glideslope array antenna correct?, so what happened to the government component for the air navigation services? Isn't it not that the national counterpart is already in place prior to the Koreans signing the contract?

Should be BUT the money isn't there. Of course we know what happened to DAP, that is juggling of limited DOTC resources and the court ordered it stopped.

President Duterte has approved the unsolicited proposals for the Davao International Airport and Laguindingan Airport on December 31.

Chelsea Logistics Holdings Corp. proposes to modernize the Davao International Airport by reconfiguring and expanding the terminal building, constructing  a parallel taxiway, improving airside and landside facilities, installing modern airport IT systems, and undertaking activities to improve airport services.

Meanwhile, Aboitiz InfraCapital, seeks to expand Laguindingan Airport terminal building and improving airside and landside facilities.  The next step would be the Swiss Challenge. Lets see if they can win it.
